You know what they say. It is not the length that matters, but the quality. In principle, adjust the length to your topic and goal. Some topics can be explained quickly (e.g. why are hiking boots better for mountain climbing than flip-flops), but some topics require you to take your time and warm people up slowly (e.g. if you are selling an expensive course and need to justify the price).
